As a result of COVID-19, the Australian Department of Home Affairs has made changes to allow online study outside of Australia to count towards the Australian study requirement from the time of Student Visa grant, and as such they continue to process Student Visa applications.
Before you can apply for your Student Visa, you must have a valid Confirmation of Enrolment (CoE). Universities will provide you with a CoE once your first semester fees are paid as outlined on your letter of offer.
The Australian Government’s Department of Home Affairs will require your CoE when you, or your agent, submit your Student Visa applicant

A full-time study load for an International student on a student visa is 60 credit points each semester, or 4 units of study, depending on the course you’re studying.
A student visa holder is required to enrol in sufficient units to complete their course within the duration stated on their Confirmation of Enrolment, e.g. 3 years for a typical Universities Bachelor’s degree.
Approval may be granted for a reduced study load if you’re at risk of not meeting satisfactory course progress requirements, or where there are compassionate or compelling circumstances.
